From lifestyle to liveability alpha

For years, liveability was one of real estate's most persuasive but least measurable ideas. It helped sell districts, justify premiums, and shape master plans, yet it remained trapped in the language of aspiration rather than evidence. In the UAE, that is beginning to change.

Abu Dhabi and Dubai are translating quality of life into indices, district scorecards, delivery targets, and data-supported planning systems. Once liveability becomes measurable, it also becomes investable.

The rise of quantified liveability

Both cities feature consistently in the upper tiers of global liveability rankings, rated as the most liveable cities in the Middle East and Africa by the Economist Intelligence Unit. In 2025, Dubai received the UN SDG Cities Gold Certification, assessed across more than 70 indicators covering governance, infrastructure, quality of life, innovation, and sustainability.

Abu Dhabi's approach is especially instructive. Its Liveability Strategy lifted average district completion scores from 67% to 81% in two years, supported by over 60 projects and multi-billion dirham public investment. These are not narrative commitments. They are tracked, reported outcomes tied to a measurable framework.

From urban feel to urban evidence

The most important shift is conceptual. Liveability is moving from a subjective impression to a system of observable variables: access to schools and parks, walkability, mobility networks, social infrastructure, environmental quality, and service responsiveness.

Abu Dhabi's strategy translates this into hard deliverables: 120 kilometres of walkable pedestrian paths, 283 kilometres of cycling infrastructure, and expansion of green and blue spaces linked to public realm quality targets. Dubai's approach layers in governance and innovation indicators alongside physical infrastructure metrics.

For master developers, this creates a new accountability context. Developments are no longer being evaluated only by unit sales and service charge recovery. They are increasingly benchmarked against the same liveability indicators that city governments are reporting publicly. The gap between what a development promises and what residents experience is no longer a matter of brand perception alone; it is becoming a matter of measurable urban performance.

What this means for how developments are designed and operated

The shift from aspiration to measurement creates three practical implications for master developers.

Operational decisions made at masterplan stage carry liveability consequences. The sizing and specification of public realm, the placement of community management infrastructure, the sourcing model for FM and CM services: these are no longer purely commercial decisions. They are decisions that determine where a development sits on measurable liveability indices. Getting them right before the masterplan is fixed is materially less expensive than correcting them afterwards.

Technology investment decisions need to be anchored to experience outcomes, not system specifications. Smart city technology that is installed without reference to the daily lives of residents produces operational data that nobody uses. Technology that is specified from experience intent, from what residents actually need the place to do, produces intelligence that improves both the resident experience and the operational performance of the development.

The operating model determines whether the liveability promise holds over time. A development that scores well on liveability indices at launch and then loses ground as FM and community management quality drifts is a development that has failed at the operational layer. The governance structures, playbooks, and sourcing strategies that sustain liveability performance over the full life of a development are where the long-term value is made or lost.
