Songdo cost $40 billion. It took thirty years to model a return. It sits at 46% occupancy.

The technology worked. The sensors were installed. The systems ran. But people didn’t come, because the investment decisions were made from the bottom up, from the technology available rather than from the lives that were supposed to be lived there. Songdo is the canonical failure of technology-led development. In the GCC, it is being quietly repeated.

Two further gaps compound the problem. Most developers make technology investment decisions without a rigorous view of what comparable developments are doing, where the technology market is heading, or where the genuine differentiation opportunity lies. And most commit capital without a clear return on intelligence framing: without understanding what the investment is worth in terms of resident retention, service charge premium, and brand differentiation.

Place Intelligence Design works the other way around.

The work

The investment logic starts with competitive intelligence and what the development has promised. What technology, at what level of investment, is required to deliver it? And what does that investment return? The output is a strategy with a costed business case, structured for board sign-off and vendor briefing.

Questions developers ask about place intelligence design

Is Place Intelligence Design the same as smart city planning?

No, and the distinction matters. Smart city planning starts with available technology and asks how to implement it. Place Intelligence Design starts with the experience that the development has promised, grounds investment decisions in competitive intelligence, and asks what technology is required to deliver it and what that investment returns. The difference in starting point changes everything downstream: the tier architecture, the systems specification, the investment logic.

Can Place Intelligence Design be done without a prior PED engagement?

Yes. Where a PED engagement has been completed, PID builds directly on its outputs; the experience intent is already defined. Where PID is applied independently, the first phase of work performs the equivalent function: competitive and market intelligence, then experience block mapping before any technology is specified. The starting question is the same either way: who lives here, what did we promise them, and where does the differentiation opportunity lie?

Does this cover software and platform decisions, or only hardware and IoT?

The primary focus is hardware and IoT: sensor and device specification, coverage logic, and the business case that supports investment decisions. Software and platform decisions are addressed at the level of integration requirements and vendor strategy: what the hardware layer needs to connect to, what data architecture is required, and whether to build, buy, or partner for each capability.

What is the output, a vendor shortlist or a strategy?

A strategy with a costed business case and a return on intelligence assessment. The deliverables are: a competitive and market intelligence report, an experience block map and user journey analysis, a tiering structure matched to the portfolio’s positioning levels, a technology partnership and vendor strategy, a hardware specification and portfolio CAPEX ROM, a return on intelligence assessment, and a phased implementation roadmap.
